
SAINTS BUS PASS WITH TRANSIT WINDSOR
2025 Referendum Vote Update
The SRC has re-negotiated the continuation of the Saints Bus Pass for a three-year renewal term (effective September 1, 2025 - August 31, 2028), with the option for two additional one-year extensions. The referendum vote will accompany the SRC Executive Election from February 24 until February 28, 2025 at noon via Microsoft Forms.
The fee is set to increase, from the inception of the Bus Pass in 2022 due to demand of the service, but we want to hear from you, the students, to determine whether this is a service you want us to provide, at the negotiated and discounted rate.
So what will the Saints Bus Pass program cost?
Annual Rate: $823.00/student (September 1-August 31)
To provide a comparison for the same service, students who rely on the public transportation system, Transit Windsor sells a 30-day pass. We have highlighted the cost savings between the standard Transit Windsor pass and the Saints Bus Pass.
• Projected Youth Rate (13-19 years old) (30-day pass): $83.75 (18.1% discount)
• Projected Adult Rate (20-59 years old) (30-day pass): $122.00 (43.8% discount)
Students who do not utilize Transit Windsor will still have the option to opt-out of the bus pass, during the one month opt-out period, with a 40% cap rate (which has not been met during the previous three years the pass has been in operation).
The same opt-out criteria will be implemented:
• any full-time student who lives outside of the Transit Windsor service area
• any full-time student who purchases a St. Clair College parking pass
Voting will open on Monday, February 24 at 7 a.m. and will close on Friday, February 28 at 11:59 a.m.

2022-2025 Bus Pass
Windsor based St. Clair College students will automatically be enrolled with a year-long Transit Windsor bus pass, paid for via a new mandatory student fee. The implementation of the fee was overwhelmingly approved by students in a referendum conducted in February 2022.
The fee takes the form of a deeply discounted price for the bus pass, negotiated by the Student Representative Council (SRC), in conjunction with Transit Windsor.
Students enrolled in the Fall 2024 semester, will pay a student fee of $299.79. This fee will entitle them to a Transit Windsor bus pass for one full year (September 1, 2024 – August 31, 2025).
For January-start students (enrolling at the beginning of the Winter 2025 semester), an eight-month pass will be provided for $199.86.
For Spring/Summer 2025 start students, a four-month pass will be provided for $99.93. (A rate increase of 6% has been added due to the Consumer Price Index for transportation).
These are ‘universal’ passes that do not restrict ridership of transportation to and from school. This pass can be used on any day, at any time. Please note that Tunnel service and the LTW 42 service is excluded. The new Amherstburg route 605 and LaSalle 25 is included .
OPTING OUT
There are two general categories for students to be eligible for opting-out of paying the fee (to have it refunded back to them):
- Those who live outside of Transit Windsor’s service area (for instance, in most municipalities of Essex County)
- Those who can demonstrate that they have already paid for a college parking pass
To opt-out under either of those categories, students must fill out the electronic form on the SRC’s website by September 30, 2024. The opt-out form will be available on this web page beginning September 1, 2024.
Opt Out Periods:
Fall Start Students - September 1-30
Winter Start Students - January 1-31
Spring Start Students - May 1-31
NOTE: Due to the terms of the negotiated contract with Transit Windsor, a maximum of 40 percent of a semester’s enrolment may opt-out. Once that percentage is reached, the withdrawal application process will close. Although it is unlikely that the 40 percent figure will be reached, students who are eligible to opt-out are advised to do so promptly.
Students who do not fall under the two general categories cited above, but feel they may have special grounds for seeking a fee refund, are advised to visit the SRC Office in the Student Commons at South Campus or email src@stclaircollege.ca detailing the grounds.

Students seeking to pick up their bus pass for the Winter 2025 semester MUST HAVE VALID STUDENT ID ready to do so.
BUS PASS DISTRIBUTION
Passes can be picked up between 9am-4pm at both campuses - SRC's new Print Shop location in the Computer Lab and TD Student Success Centre.
